Punk Hazard Arc (Chapters 654–699)
The Punk Hazard Arc marks the beginning of the Dressrosa Saga. This arc introduces the alliance between the Straw Hat Pirates and Trafalgar D. Water Law, the shadowy dealings of Caesar Clown, and the first steps towards dismantling the Yonko Kaido’s power.

Chapters 654–659: The Island of Fire and Ice
After leaving Fish-Man Island, the crew picks up a distress signal that leads them to Punk Hazard, a bizarre island divided into fire and ice regions. The crew encounters a dragon and strange phenomena, eventually meeting Kin’emon, a samurai searching for his son, Momonosuke. Meanwhile, Trafalgar Law reveals his presence and forms an alliance with Luffy.
Chapters 660–665: Caesar Clown and the Children
The crew discovers that Punk Hazard is being used as a laboratory by Caesar Clown, a rogue scientist conducting unethical experiments. They also find giant children, victims of Caesar’s drug tests. Caesar uses his Gas Gas powers to capture some crew members, while Luffy and Law team up to confront him.
Chapters 666–670: The Plan Unfolds
Law reveals his plan to take down one of the Four Emperors, Kaido, and offers to join forces with the Straw Hats. The alliance begins with capturing Caesar, whose SMILE factories supply Kaido with artificial Devil Fruits. The crew battles Caesar’s forces, including Monet and Vergo, high-ranking members of the Donquixote Pirates.
Chapters 671–677: The Battle with Caesar
Luffy faces off against Caesar, exposing the scientist’s cruel experiments and manipulative tactics. With the help of the crew, Luffy defeats Caesar and captures him. Meanwhile, Law’s plan to leverage Caesar as bait for Doflamingo unfolds.
Chapters 678–689: Escape and Revelation
The crew struggles to escape Punk Hazard as Caesar unleashes his deadly gas weapon, Shinokuni, which petrifies everything it touches. Kin’emon reunites with Momonosuke, who had transformed into a dragon due to one of Caesar’s experiments. The truth about Doflamingo’s influence in the New World is revealed, hinting at the challenges ahead.
Chapters 690–699: The Alliance Moves Forward
With Caesar captured, the Straw Hat–Heart Pirate Alliance sets its sights on Dressrosa, Doflamingo’s territory. Smoker and the G-5 Marines acknowledge Luffy’s growing strength and influence. Punk Hazard ends with the promise of a larger conflict as the crew sails toward their next adventure.
